AI Summary

This bill amends the "Completion Special Schools Act" to require local school systems to either partner with a completion special school through a collaborative operating agreement or provide their own alternative education programs for students in grades nine through 12. Completion special schools, which offer nontraditional programs like credit recovery and dropout prevention, must now share information about their available programs and registration processes with resident school systems twice a year, and these systems must then disseminate this information to students and their parents or guardians. Parents and guardians will also have the ability to directly register their children with completion special schools, and these schools and local systems must coordinate enrollment. The bill also revises rules for completion special schools operating programs outside their assigned attendance zones, allowing for continued operation during a transition period and permitting them to serve students in specific programs like the Department of Defense Youth Challenge Academy or those in correctional facilities, as well as students residing in adjacent counties. Finally, local school systems are now mandated to provide contact information for students who stop attending or withdraw from school to completion special schools within their attendance zones, with certain exceptions.
