AI Summary
This bill establishes the Continuing Insulin Safety Net Act, which requires insulin manufacturers in Georgia to create a patient assistance program to provide affordable insulin to eligible residents. Under the program, individuals can qualify if they are state residents with a family income at or below 400% of the federal poverty guidelines, are not enrolled in medical assistance or federally funded healthcare programs, and do not have prescription drug coverage with low out-of-pocket costs. Eligible individuals can receive a 90-day supply of insulin at no charge through participating pharmacies, which may collect a modest co-payment up to $50. Manufacturers must also establish alternative plans to help residents access insulin, such as cost-sharing assistance or emergency supply mechanisms. The bill requires manufacturers to provide detailed information about their programs, promptly respond to inquiries, and report annually to the state Department of Community Health about program usage, eligibility, and other key metrics. The law includes provisions for appealing eligibility determinations, maintaining participant privacy, and imposing significant financial penalties (up to $600,000 per month) on manufacturers who fail to comply with the program requirements. The act will become effective on July 1, 2025, and aims to improve insulin accessibility for Georgia residents who struggle with medication costs.
