This resolution establishes the House Study Committee on Pharmacy Benefits Managers and Consumer Access to Prescription Medications to investigate issues related to rising prescription drug costs and the practices of Pharmacy Benefits Managers (PBMs), which are companies that administer prescription drug benefits and negotiate with drug manufacturers and pharmacies. The committee, composed of legislative leaders, other House members, and appointed experts, will study problems such as PBMs steering patients to their affiliated pharmacies, inflating drug costs, and negatively impacting independent pharmacies, as evidenced by concerns about counties losing their only pharmacy and significant markups on certain medications. The committee will have the power to conduct meetings, gather information, and recommend legislative actions to address these concerns, with its members receiving allowances and expenses, and its findings to be reported to the House of Representatives by December 1, 2026.
