This bill requires the coastal zone management office (part of the executive office of environmental affairs) to conduct a comprehensive three-year study on emergency management systems for coastal communities. The study will evaluate the readiness and response capabilities of state, regional, and municipal emergency plans, specifically focusing on assessing strengths and weaknesses in areas such as supplies, shelters, response assets, and volunteer recruitment. Additionally, the study will analyze the costs associated with emergency management responses and identify potential mitigation and adaptation actions to improve coastal resiliency. By June 30, 2028, the coastal zone management office must submit a detailed report of its findings to the state legislature, including the clerks of the house and senate, as well as the joint committees on emergency preparedness and management and environment and natural resources. The goal of this bill is to better understand and prepare for potential coastal emergencies and enhance the state's overall coastal resilience.
