This bill allows Edward E. Kivari Jr. to purchase creditable service with the Hampden County Regional Retirement Board for his time serving on the Wilbraham zoning board of appeals between 1997 and 2011. Specifically, the bill enables Kivari to receive retirement credit for this period of public service, which would normally be excluded under existing retirement laws. To do so, Kivari must pay the retirement system the amount of money that would have been withheld from his compensation during that time, plus interest. He can choose to pay this amount either as a single lump sum or in installments, as determined by the Hampden County Regional Retirement Board. This type of legislation is sometimes passed to allow public servants to receive full retirement credit for past service that was not originally counted toward their pension calculation. The bill requires Kivari to essentially "buy back" the retirement credit for his years of service on the zoning board by reimbursing the retirement system for the contributions he would have made at the time.
