This bill establishes the Joint Legislative Commission on Market Rate Compensation for Teachers, a seven-member study group composed of two state senators, two state representatives, two members appointed by the Governor, and the State Superintendent of Public Instruction (or their designee). The Commission will conduct a comprehensive study of public school teacher compensation in North Carolina, comparing salaries, benefits, and professional conditions with other states, particularly in the southeastern United States. Specifically, the Commission will investigate starting and average teacher salaries, benefits, wage gaps with other professionals, teacher attrition rates, the impact of state-funded salary supplements and loan forgiveness programs, and the effects of local funding on teacher compensation. The Commission is required to hold at least five public meetings across different geographic regions of the state and will have the authority to request information from state agencies. They are mandated to submit an interim report to the 2025 General Assembly and a final report by the end of the 2026 Regular Session, with the Commission terminating on December 31, 2026. Members will receive standard travel and subsistence expenses, and professional and clerical staff will be assigned to support the Commission's work.
