AI Summary
This bill modifies Louisiana law regarding traffic cameras and automated speed enforcement devices, introducing new definitions and regulations for their use. Specifically, the bill defines three types of traffic monitoring devices: automated speed enforcement devices (cameras used with traffic signals or radar), mobile speed cameras (for monitoring speed limits), and red light cameras. The legislation restricts these devices to use only in school zones, mandates clear signage alerting drivers to their presence, and requires specific marking of school zone entrances with painted stripes and signage. The bill prohibits using these devices to impose criminal fines and prevents citations from being reported to credit bureaus or referred to debt recovery offices. It also provides protections for vehicle owners by allowing them to easily contest citations if they were not the driver at the time of the violation, including requiring each mailed citation to include a self-addressed envelope or online portal for contesting the ticket. Additionally, the bill expands the definition of malfeasance in office to include violations of these traffic camera regulations, potentially creating legal consequences for officials who improperly implement or use these devices. The legislation aims to increase transparency, fairness, and due process in the use of traffic enforcement technologies.
