AI Summary

This bill amends the Administrative Code of 1929 to add provisions for water bottle filling stations in Commonwealth buildings, aiming to encourage the use of reusable bottles over single-use disposable ones and provide a more environmentally friendly and cost-effective way to access clean drinking water. The bill specifies that these stations must comply with the Pennsylvania Construction Code Act and other plumbing standards, and sets general standards such as not being accessible to the mouth, not being subject to immersion, and not being installed within a restroom. Importantly, for new construction or major renovations involving plumbing, a water bottle filling station will be required wherever a drinking fountain is or was mandated. The Department of General Services, referred to as the "Department" in the bill, is tasked with creating regulations to implement these requirements, and a "water bottle filling station" is defined as a unit that dispenses potable water into a bottle, meets specific flow and temperature requirements, can be wall or floor mounted, may be combined with a drinking fountain, and must include a third-party certified water filter for lead reduction and comply with the Pennsylvania Safe Drinking Water Act.
