AI Summary
This bill requires the Louisiana Workforce Commission to conduct an annual return on investment (ROI) analysis focused on industry-based credentials earned by high school students. The analysis will evaluate how these credentials relate to students obtaining high-wage, high-demand jobs aligned with state workforce priorities, examining employment rates and wage outcomes. To facilitate this analysis, public secondary schools will now be required to collect students' social security numbers (removing previous parental consent requirements) and share them with the state Department of Education and Workforce Commission, who will use the data to track post-graduation employment outcomes. The commission must submit a written report by February 1st each year to various legislative committees and the State Board of Elementary and Secondary Education, with the important stipulation that the report will only include aggregate student information and not reveal any personally identifiable details. By tracking these credentials and subsequent employment data, the state aims to better understand the effectiveness of career and technical education programs in preparing students for the workforce.
