This bill establishes the Fort Bend County Municipal Utility District No. 286, a special-purpose government entity created under the Texas Constitution to provide municipal utility services in an area near the City of Rosenberg. The district will be governed by a five-member board of directors, initially appointed by the Texas Commission on Environmental Quality and later elected by residents. Before the district can be fully operational, it must obtain consent from the City of Rosenberg and negotiate a development agreement. The bill will take effect immediately if it receives the required legislative support, or on September 1, 2025, if it does not.
