This bill amends Louisiana's existing law regarding manufacturers or brewers by modifying the definition and expanding their sales opportunities. Specifically, the bill allows Louisiana-based brewing facilities to sell their products directly to consumers with some important restrictions. Under the new provisions, a manufacturer or brewer can sell up to ten percent of their monthly production or 250 barrels (whichever is greater) at their facility for on-site or off-site consumption. Additionally, the bill introduces a new provision allowing these manufacturers or brewers to sell their finished products at farmer's markets and similar venues, provided they give the commissioner at least five days' notice and sell their products at prices consistent with the local market. The manufacturer must also comply with local zoning laws and remit all applicable state, parish, and municipal sales and excise taxes. These changes aim to provide more flexibility for local brewers while maintaining regulatory oversight of their sales activities.
