AI Summary
This bill reforms the organizational structure of Louisiana's Department of Transportation and Development (DOTD) by creating new offices, changing leadership roles, and establishing new operational guidelines. The bill creates an Office of Transformation, which will operate under the deputy secretary and focus on enhancing departmental efficiency through developing Key Performance Indicators (KPIs), creating standardized project selection templates, and identifying opportunities to outsource maintenance activities. The bill eliminates the existing Office of Planning and replaces it with an Office of Project Delivery, changing the title of "chief engineer" to "assistant secretary for project delivery" and modifying the associated powers and duties. The legislation also grants the secretary new authorities, such as eliminating unnecessary positions, entering inter-agency agreements, and monitoring construction zone violations. Additionally, the bill mandates that the department modernize its project development processes, reform its access permit procedures, and implement a centralized data management system by June 30, 2026. The changes aim to improve the department's operational efficiency, project selection, and accountability through strategic restructuring and performance-focused management.
