This bill amends Louisiana law to establish new requirements and accountability measures for human services districts and authorities. The bill mandates that each district and authority board must: adopt consistent performance indicators, conduct assessments of insurance and Medicaid billing practices, focus on primary care integration by completing an Integration Practice Assessment Tool (IPAT), conduct annual patient satisfaction surveys, standardize processes to maximize financial viability, prepare an annual report on progress toward statewide health goals, and hold an annual meeting in Baton Rouge to inform elected officials about their work. The annual report must include an overview of programs and initiatives, performance metrics, identified challenges, and improvement plans. The Louisiana Department of Health is required to compile these reports and submit a statewide summary to the House and Senate Health and Welfare Committees by February 1st each year. Additionally, the bill modifies language regarding the secretary's responsibility for monitoring and developing the statewide human services system, removing the requirement to consult with districts and authorities and emphasizing the secretary's direct responsibility for service provision and monitoring.
