This bill, known as the PROTECT Kids Act or the Parental Rights Over The Education and Care of Their Kids Act, requires public elementary and middle schools that receive funding under the Elementary and Secondary Education Act of 1965 (ESEA), a federal law that provides financial assistance to schools, to obtain written permission from a parent or guardian before making any changes to a minor student's gender markers, pronouns, or preferred name on school forms, or before altering their access to sex-based accommodations like locker rooms or bathrooms. A "covered student" is defined as any student in elementary school or middle grades, and the terms "elementary school," "middle grades," and "parent" are defined as they are in the ESEA.
