This bill establishes new regulations for renewable energy projects in Louisiana, specifically focusing on batteries, wind energy, and solar power generation facilities. The legislation requires operators of renewable energy storage batteries and onshore wind projects to obtain permits from the Department of Energy and Natural Resources, demonstrating proof of financial security and a decommissioning plan. For solar power generation facilities with a footprint of 75 acres or more, the bill mandates specific siting requirements, including substantial setbacks from residential properties, water bodies, and public roads, as well as vegetative barriers to screen the facilities from view. The bill also establishes noise level restrictions and prohibits the use of non-agricultural chemicals for site maintenance. Notably, the regulations do not apply to residential-scale renewable energy projects, and parishes can opt out of solar siting standards through a resolution. The Department of Energy and Natural Resources is required to develop implementing rules by August 31, 2026, and the provisions will take effect for solar facilities with construction beginning after January 1, 2026. An exception is made for a single wind turbine on property leased on or before June 30, 2024.
