AI Summary

This bill makes several technical changes to Louisiana's financial management statutes, primarily focusing on state funds and revenue allocation. The bill amends provisions related to multiple special funds, including the Oilfield Site Restoration Fund, Oil Spill Contingency Fund, Budget Stabilization Fund, Millennium Trust, Revenue Stabilization Fund, Coastal Protection and Restoration Fund, and Artificial Reef Development Fund. Key changes include adjusting how funds are deposited, invested, and used, updating references to constitutional sections, and modifying reporting requirements. Notably, the bill increases the Budget Stabilization Fund's maximum balance to seven and one-half percent of total state revenue receipts, allows all unexpended funds to remain in their respective special funds at the end of each fiscal year, and mandates quarterly reporting for some funds. The bill also repeals certain existing funds like the Revenue Stabilization Fund and the Mineral Revenue Audit and Settlement Fund, with remaining balances to be transferred to the state general fund. Many of these changes are contingent on the adoption of a related constitutional amendment, and the bill includes specific effective dates for different sections depending on that amendment's passage.
