This bill, known as the Human Life Protection Act of 2025, comprehensively prohibits abortion in North Carolina from the moment of fertilization (defined as when a sperm penetrates an egg), with only a narrow exception to save the life of the pregnant woman. The bill provides detailed definitions, including specifying that an "unborn child" is a living member of the human species from fertilization until birth. The only legal abortion would be permitted when a licensed physician determines, through reasonable medical judgment, that the pregnant woman faces a life-threatening physical condition that puts her at risk of death or substantial bodily impairment.
