AI Summary

This bill proposes to replace the term "multiunit assisted housing with services" with "registered residential facility" and redefine the term "assisted living residence" to clarify the distinction between these types of facilities. The bill establishes new registration requirements for registered residential facilities, including mandatory annual registration with the Division of Health Service Regulation, a detailed disclosure statement, and specific operational standards. It expands the list of individuals who cannot be cared for in these facilities, such as those requiring continuous nursing care or with certain medical conditions. The bill authorizes the Department of Health and Human Services to seek legal action against facilities operating without approved registration and directs the Medical Care Commission to adopt rules for registering, inspecting, and taking adverse action against registered residential facilities. Key provisions include requirements for housing management to provide service agreements, conduct resident screenings, perform background checks on employees, and report suspected abuse or neglect. The bill also establishes a registration fee of $350 annually and outlines potential penalties for non-compliance. Importantly, the changes aim to provide clearer guidelines and protections for residents in these facilities, with an effective date of January 1, 2026.
