This bill requires North Carolina community colleges to develop and offer a comprehensive firearm safety instruction course for individuals 18 years and older. The State Board of Community Colleges, in consultation with the North Carolina Criminal Justice Education and Training Standards Commission, law enforcement agencies, and firearms associations, will establish the course standards, curriculum, and instructor criteria. The course must be offered as a noncurricular extension course each semester to maximize accessibility. The State Board must develop the course by August 1, 2025, with community colleges beginning to offer the course in the fall semester of 2025. To support this initiative, the state will appropriate $1 million in recurring funds annually for the 2025-2026 and 2026-2027 fiscal years to help community colleges establish the comprehensive firearm safety instruction course. The bill removes existing language about motorcycle safety instruction and replaces it with the new firearm safety instruction requirements.
