This bill establishes a new opioid impact fee system where opioid manufacturers must pay one cent per morphine milligram equivalent for prescription opioids dispensed in Washington state, if more than 100,000 morphine milligram equivalents of their products are dispensed in a quarter. The fees will be collected by the department of health and deposited into a newly created prescription opioid impact account, which will fund behavioral health programs with a specific focus on services for children, youth, and young adults.
