This resolution congratulates Rachel Sue Mulligan, a cross-country skier from Papillion, Nebraska, who competed in the Special Olympics World Winter Games in Turin, Italy from March 8-16, 2025. After thirteen years of involvement in competitive skiing and Special Olympics, Mulligan was one of only 100 athletes from the United States and the sole representative from Nebraska in the World Winter Games. She was selected by Special Olympics USA after attending a training camp in Salt Lake City, Utah in 2024, and earned three silver medals in the competitions, specifically in the 1K - Free Technique, the 4x1K Relay - Free Technique, and the 2.5K-Classical - Technique events. The resolution highlights Mulligan's achievements within the context of Special Olympics, an organization founded in 1968 to provide sports training and athletic competition for individuals with intellectual disabilities, with the goal of developing physical fitness, demonstrating courage, and fostering community participation.
