This bill allows cities of the first class (which typically means cities with populations over 100,000) to create and issue social district licenses, enabling establishments with on-sale liquor licenses to serve alcoholic beverages that can be consumed within a designated public area. The social district must have clearly defined boundaries with conspicuous signage, specify days and hours of operation, and include management and maintenance plans to protect public health and safety.
