This bill establishes a comprehensive pilot program aimed at reducing trauma from gun violence in Minnesota, with multiple key components. The program, to be administered by the state's health commissioner, will invest in community-based organizations to provide healing services, establish trauma navigator training to support families experiencing gun violence trauma, develop reintegration services to educate families about alternative responses to violence, and create culturally appropriate educational campaigns about gun violence and trauma. The commissioner may contract with or provide grants to community organizations or individuals who have personally experienced and healed from gun violence. An advisory panel of ten members with expertise in trauma, healing, and resource access will be convened to provide guidance on program development and protocols. The panel will meet monthly and help develop resources for professionals, recommend responses to gun violence, and inform communities about effective violence prevention strategies. The bill includes a $5,000,000 appropriation from the general fund for fiscal year 2026, with funds available until June 30, 2028. By February 1, 2027, the commissioner must submit a report to legislative committees detailing the pilot program's progress in reducing gun violence trauma and addressing its root causes.
