This bill addresses the storage and transfer of spent nuclear fuel at the Prairie Island and Monticello nuclear generating plants in Minnesota. The bill requires that by January 1, 2028, the spent fuel contents of dry casks located at Prairie Island must be moved to another storage site outside of the current location. To facilitate this, an additional spent fuel storage facility must be constructed at the Monticello nuclear generating plant to store spent nuclear fuel transferred from Prairie Island. The bill authorizes the public utility to withhold money from the renewable development account to cover the costs of transporting spent nuclear fuel between the two sites. The bill also repeals sections of previous statutes related to renewable energy incentives and funding, effectively updating the regulatory framework for nuclear waste storage and renewable energy development in Minnesota.
