This bill amends the Strom Thurmond National Defense Authorization Act for Fiscal Year 1999 to facilitate the transfer of the Moab Uranium Mill Tailings Remedial Action (UMTRA) site to Grand County, Utah. Specifically, the bill directs the Secretary of Energy to convey, at no cost, all available rights and interests in the Moab site to Grand County once a remedial action completion status sufficient for land conveyance is achieved, in consultation with relevant regulatory authorities. The transfer is subject to certain conditions: the United States will retain necessary water rights to continue environmental remediation efforts, particularly for groundwater treatment; Grand County is prohibited from reconveying the land to private entities or nonprofit organizations; and the Secretary of Energy can impose additional terms to protect U.S. interests. The conveyance must also comply with existing health and safety regulations related to uranium mill tailings, including restrictions under the Uranium Mill Tailings Radiation Control Act.
