This bill establishes a working group to study beverage container redemption rates in the state, with a focus on understanding the impact of increasing the refund value to ten cents. The working group will include representatives from various state agencies, legislative committees, and industry sectors, and will investigate several key aspects: actual redemption rates across different geographical areas, the influence of out-of-state sales on redemption, how the increased refund value affects redemption rates, the potential impact on sweetened beverage consumption and related health costs, and whether redemption rates exceed the number of containers sold in the state. Additionally, the bill reduces the fee on infused beverage containers (such as cannabis-infused drinks) from one dollar to five cents, effective October 1, 2025. The working group is required to submit a report to the General Assembly by January 1, 2026, and will dissolve after submitting the report. The fee collected from these containers will be deposited in the consumer protection enforcement account to support public health, consumer education, and regulatory compliance efforts related to cannabis and liquor control laws.
