This bill requires individuals whose driver's licenses have been revoked to obtain special registration plates of a different color for their vehicles when their driving privileges are restored. When a person's license is reinstated, they must agree to and be restricted to only operating vehicles displaying these distinctive plates, which can be easily identified by law enforcement. The special plates will be available for a specific duration based on the original revocation reason: seven years for certain serious offenses and three years for other cases. The special plates will cost the regular registration fee plus an additional $10, which will be credited to a Special Registration Plate Account. If a person violates this restriction by operating a vehicle without the special plate, they will face a one-year license revocation. There are limited exceptions for employer-owned vehicles, provided the employer is notified of the driver's restrictions and the driver carries proof of this notification. The bill applies to various driving-related scenarios, including first-time driving while impaired convictions and limited driving privileges, and will take effect on December 1, 2025, applying to licenses revoked and limited driving privileges issued on or after that date.
