By October 29, 2025, the department must hire an independent third-party consultant to conduct a detailed analysis covering six primary areas: a baseline solid waste review, infrastructure and capacity evaluation, environmental geographic considerations, economic and market impacts, redemption and recycling plan design review, and suggested performance targets and phasing recommendations. The assessment will examine various aspects of waste management, including material types, collection methods, processing infrastructure, recycling opportunities, and potential environmental benefits. Additionally, the bill establishes a Rhode Island Redemption and Recycling Advisory Council composed of representatives from counties, industry, waste management facilities, and academic experts to provide guidance throughout the assessment process. The council will help ensure comprehensive input from various stakeholders. The bill mandates that an interim status report be submitted by April 1, 2026, and a final report with findings and recommendations be submitted by December 1, 2026, to the governor, legislative leaders, and environment committee chairs.
