This bill modifies the existing rules for obtaining a Residency License (RL), which is a one-year teaching license that can be renewed twice, by expanding the entities that can request such a license. Currently, only public school units could request a Residency License, but the bill now allows nonpublic schools to request these licenses under three specific conditions: (1) nonpublic schools meeting requirements under Part 1 or Part 2 of Article 39, (2) nonpublic schools approved and monitored by the Department of Public Instruction that provide services for students with extraordinary costs (defined as costs directly related to special education services outlined in a student's Individualized Education Program or IEP), and (3) the original public school unit request. The requirements for the individual seeking the license remain unchanged, including holding a bachelor's or advanced degree, completing relevant coursework or passing a content area examination, being enrolled in an educator preparation program, and meeting other State Board requirements. The bill becomes effective immediately and applies to residency license applications from that point forward, potentially providing more flexibility for nonpublic schools in hiring and developing teachers.
