AI Summary
This bill establishes the Snow and Ice Removal Safety Grant Program within the Pennsylvania Department of Transportation (PennDOT) to provide financial assistance for snow and ice removal devices on motor carrier vehicles. The program will create a dedicated account in the General Fund, funded by money collected from snow and ice-related fines, to award grants to eligible applicants for purchasing, installing, and utilizing snow and ice removal equipment. Grants will be limited to $50,000 per location and $150,000 total, and can be used to install devices at convenient locations like service areas, weigh stations, ports, and terminals. Grant recipients may charge user fees to cover operational costs and must follow department regulations. The bill also requires PennDOT to develop an application process, provide public notice of grant availability, and publish a report by December 31, 2026, listing grant recipients. Additionally, the department can use up to 3% of the annual account balance for a public awareness campaign and administrative costs. The initial program will be seeded with a $2 million transfer from the Budget Stabilization Reserve Fund, and the program will become effective 60 days after the bill's passage.
