This resolution honors Wayne Rich, who has been named the 2025 Tennessee 4-H Salute to Excellence Outstanding Lifetime Volunteer for his extensive contributions to youth development through the 4-H program, specifically the Jefferson County 4-H Patriot shooting sports team. Rich, who founded the team in 2005 and has since grown it to an average of 45 participants annually, has been recognized for his exceptional leadership in teaching youth shooting sports skills, fundraising, and advocating for the program. A former 4-H member himself, Rich has helped the team become a flagship program in Tennessee, winning numerous state and national awards, and continues to recruit and train volunteers while organizing special hunting experiences for young people. The resolution, passed by the Tennessee Senate and House of Representatives, celebrates Rich's tremendous positive impact on youth in Jefferson County, acknowledging his ongoing commitment to 4-H and community service, and extends best wishes for his continued success.
