This bill establishes a new mechanism for the Pennsylvania Department of Revenue to help the state's Turnpike Commission collect unpaid tolls by intercepting funds from two sources: state lottery winnings over $2,500 and state income tax refunds. When a person with outstanding toll obligations is due lottery winnings or a tax refund, the Department of Revenue will first consult with the Turnpike Commission to verify the unpaid toll amount. If confirmed, the department will deduct the owed amount from the lottery winnings or tax refund and remit that money directly to the Turnpike Commission. The person will be notified of this action and will receive any remaining balance. The bill provides a 30-day window for individuals to appeal such intercepts, allows the Department of Revenue to charge an administrative fee for processing, and requires an annual report to the Senate and House Transportation Committees detailing the amount of unpaid tolls collected through this process. The new law will take effect 90 days after its passage, and the Department of Revenue may create additional regulations in consultation with the Turnpike Commission to implement these provisions.
