This bill makes several revisions to North Carolina's traffic laws and regulations for collegiate license plates. First, it modifies speed-related regulations by prohibiting drivers from operating vehicles in the left lane of a multilane highway in a manner that impedes traffic flow. The bill also updates minimum speed requirements for interstate and primary highways, raising the minimum speeds in different speed zones (for example, from 40 to 45 miles per hour in a 55 mph zone). Additionally, the bill restricts large trucks with a gross vehicle weight rating (GVWR) of 26,001 pounds or more from operating in the leftmost lane of controlled-access highways with six or more lanes. Regarding collegiate license plates, the bill introduces new requirements for plate development, including increasing the number of required applications for certain plate backgrounds and mandating that plate requestors submit paid applications and artwork. The bill also allows colleges with existing plates to convert to full-color background plates and provides flexibility for vehicle owners with existing plates. The changes to traffic laws will become effective on December 1, 2025, while the collegiate plate provisions will take effect on October 1, 2025.
