The bill also broadens the definition of "manufacturer" to include photovoltaic module manufacturers, which are entities that either produce solar modules under their own brand, sell modules manufactured by others under their own brand, or assume recycling responsibilities. Additionally, the bill clarifies that certain devices are excluded from the definition of covered devices, such as those integrated into motor vehicles, industrial or medical equipment, household appliances, and personal electronic devices like mobile phones and GPS systems. The changes aim to update the existing recycling regulations to account for emerging solar technology and ensure proper handling of photovoltaic modules at the end of their lifecycle. The bill will take effect 60 days after its enactment.
