This bill creates a special license plate for William Penn High School that can be obtained by private passenger vehicles or vehicles with a gross vehicle weight rating (GVWR) of 26,000 pounds or less, with some restrictions on international registration plan (IRP) vehicles. To issue the plate, the Division of Motor Vehicles (DMV) must receive at least 200 applications. The initial application requires a one-time fee of $50, which includes a $15 administrative fee, in addition to regular registration fees. The administrative fee will be used by the DMV to promote and administer the plate program, with any remaining proceeds going to the William Penn Alumni Association Fund to support scholarships and community events. The license plate design must be submitted by the William Penn Alumni Association and approved by the DMV, with specific design requirements such as not being solely black and white and potentially including "William Penn High School" instead of "The First State". The plate will have the same numbers and letters as the owner's original vehicle registration. The DMV is authorized to create rules and regulations to implement this new special license plate program.
