This concurrent resolution reestablishes the Port of Wilmington Expansion Task Force, originally created in 2015, to continue monitoring and supporting the expansion of the Port of Wilmington. The Task Force will be comprised of 17 members, including state legislators, government officials, labor union representatives, and public members, who will monitor the efforts of the Diamond State Port Corporation (DSPC) and Enstructure to develop a new port terminal at Edgemoor. The Task Force's key responsibilities include providing monthly written updates to legislative leadership, making recommendations to support port expansion and maritime sector growth, and ensuring transparency in the process. The resolution establishes detailed procedural guidelines, such as alternating leadership between the Senate and House of Representatives in odd and even-numbered years, requiring a majority quorum for official actions, and mandating that the Task Force hold its first meeting within 15 business days of the resolution's passage. The port expansion project is expected to create approximately 3,900 construction jobs and 3,100 additional jobs, with a total financial plan of over $635 million involving state, federal, and private sector contributions.
