This bill establishes a comprehensive framework for requiring trauma kits in various public and commercial buildings across Delaware, designed to provide immediate emergency care in potentially life-threatening situations. The bill defines a trauma kit as a specific first aid response kit containing a tourniquet, bleeding control bandage, non-latex gloves, a marker, scissors, and instructional documents from recognized emergency care organizations. The legislation mandates that buildings such as grocery stores, gymnasiums, courthouses, healthcare facilities, restaurants, sports arenas, hotels, schools, and other public spaces must have at least six trauma kits prominently and centrally located. Building managers are required to annually inspect and replace expired kit materials, restock kits after use, and notify tenants about the kits' locations and provide information about training in their use. Property managers who comply with these requirements are protected from civil liability for emergency care rendered using these kits. The bill specifically excludes private homes, residences, and vehicles from these requirements and imposes administrative penalties of $100 for a first violation and at least $250 for subsequent violations. The law will become effective 180 days after its enactment, allowing entities time to prepare and implement the new requirements.
