This bill amends the composition and leadership of Delaware's Enhanced 911 Emergency Reporting System Service Board (Board) by making several key changes: The Board will now consist of five members appointed by the Governor with Senate consent, plus two ex officio members (the Chief Information Officer of the Department of Technology and Information, and the Secretary of Safety and Homeland Security, or their respective designees). The Secretary, or their designee, will now serve as the Board's Chair, replacing the previous system where the Governor designated a chairperson. The bill maintains existing requirements that at least three appointed members have technical or financial telecommunications expertise, and at least one must represent the Delaware Association of County Governments. Board members' terms remain three years, with provisions allowing proxy attendance at meetings (up to three times per calendar year). The bill also terminates the current gubernatorially appointed Chair's term upon the act's enactment, effectively implementing the new leadership structure immediately.
