AN ACT TO IMPLEMENT VARIOUS INITIATIVES AND PROGRAM EXPANSIONS TO PROMOTE TEACHER DIVERSITY AND INCREASE TEACHER RECRUITMENT, INCLUDING AS RECOMMENDED BY THE GOVERNOR'S DRIVE TASK FORCE REPORT, AND TO APPROPRIATE FUNDS FOR THESE PURPOSES. Whereas, a diverse educator workforce improves student elementary, secondary, and postsecondary outcomes and benefits every student; and Whereas, developing a more representative educator workforce that mirrors the diversity of the student body in North Carolina requires incremental progress over time; and Whereas, the teacher shortage in North Carolina necessitates innovative and specific programs, including 2+2 certification for educators, to put more teachers in the classroom, especially in special education and rural areas; and Whereas, to solve the recruitment and retention problems in North Carolina and to provide every student with a well-trained and qualified educator, the State must promote teacher diversity from recommendations outlined in the report of the DRIVE Task Force; and Whereas, the DRIVE Network is governed by an entity that was approved by the DRIVE Task Force that was established by the Governor after the scheduled end of the DRIVE Task Force on December 31, 2023, to continue the work of the DRIVE Task Force; Now, therefore,
