This bill aims to enhance transparency and oversight of foreign financial contributions to educational institutions by amending the Higher Education Act of 1965. The bill requires colleges and universities to disclose gifts or contracts from foreign sources, with different reporting thresholds based on the origin of the funds. For foreign sources not associated with a "covered nation" (a term defined in another section of U.S. code), institutions must report gifts or contracts of $250,000 or more within a calendar year. However, for foreign sources associated with a covered nation, any gift or contract, regardless of its value, must be reported. Institutions must file these disclosure reports with the Secretary of Education twice a year, on January 31 or July 31, whichever comes first. Additionally, the bill mandates that the Secretary of Education promptly transmit copies of these disclosure reports to the FBI Director and the Director of National Intelligence within 10 days of receipt. The bill also requires the Secretary of Education to retroactively send all previous reports and investigation documents related to foreign gifts to these intelligence agencies within 90 days of the bill's enactment. The primary goal is to increase scrutiny of potential foreign influence in American higher education and provide national security agencies with comprehensive information about foreign financial contributions to educational institutions.
