This bill requires local school administrative units and charter schools in North Carolina to allow part-time enrollment for students who attend nonpublic schools (such as private or homeschool students), provided these students meet existing public school eligibility requirements. Under the new provisions, students can enroll part-time and access courses, programs, or services offered by public schools, with funding allocated based on the amount of instructional time: schools will receive 100% of the per-pupil allocation for students scheduled for one-third or more of full-time instructional hours, and 50% for students scheduled for less than one-third. Local school boards must develop and publish policies for part-time enrollment, and charter schools must make part-time enrollment information available on their websites. Importantly, part-time students will not count toward a charter school's enrollment growth limits. To support implementation, the bill appropriates $500,000 in nonrecurring funds for administrative costs and $270 million in recurring funds to support part-time student funding, with the provisions becoming effective for the 2025-2026 school year.
