This bill makes several changes to North Carolina's alcohol and gaming laws. It allows ABC stores to display North Carolina spirits in a more flexible manner, permits mobile bar services to operate on premises owned by the permit holder, and revises how net profits from the Angier ABC Board are distributed, shifting funds from the library to recreation programs. The bill also clarifies that mixed beverage permittees can purchase spirituous liquor from any designated ABC store in the state if their local board cannot fulfill an order, and allows consumer tastings of mixed beverages at ABC stores under a special spirituous liquor permit. Additionally, it includes whipped cream in the definition of "alcohol consumable," provides mixed beverage permittees with advance notice of product lotteries, and allows temporary and variable pricing promotions for alcoholic beverages. The bill also clarifies rules for open containers in social districts and when special one-time permits are required for nonprofit organizations. It introduces new permits for service businesses and expands the types of establishments that can obtain certain permits. The bill also establishes a new category for "premixed cocktails," regulating their sale, distribution, and taxation similarly to wine and malt beverages, and makes various technical corrections and clarifications to existing laws, including those related to airport sales, university campuses, tribal lands, and the ABC Commission's structure and powers. Finally, it revises the limits on game nights and removes restrictions on 50/50 raffles conducted by nonprofit organizations or government entities.
