This bill modifies North Carolina's requirements for reporting school violence by mandating more frequent and detailed reporting of violent incidents, with a specific focus on sexual assault and harassment. The State Board of Education must now compile biannual (twice yearly) reports on school violence instead of annual reports, and local school boards are required to report violent acts within five days of occurrence. The bill introduces a new requirement that these reports must specifically indicate whether an act of violence occurred on a school bus, and the State Board must include this data in its reports. The bill establishes a serious legal consequence for failing to report: any employee of a local school administrative unit or local board of education member who does not make the required report commits a Class I felony. Additionally, the reports will now be submitted to the President Pro Tempore of the Senate and the Speaker of the House, in addition to the Joint Legislative Education Oversight Committee, at the end of the second and fourth quarters of each school year. The reports will be public records, but will have sensitive identifying information redacted to protect the privacy of minors. The bill will take effect when it becomes law and will apply starting with the 2025-2026 school year.
