This resolution honors Phyllis Gutiérrez Kenney, a prominent Washington State public servant and advocate for social justice. Born to Mexican migrant farmworkers in Wapato, Washington, she dedicated her life to supporting underserved communities through various roles, including co-founding The Latino Association, which provided educational and child care services for migrant children. Kenney worked at the Employment Security Department, served as President of the Washington State Hispanic Chamber of Commerce, and was elected to the Washington State House of Representatives in 1997, representing the 46th Legislative District for 16 years. During her legislative tenure, she championed education access, sponsored legislation for in-state tuition for undocumented students, and supported workforce development programs. After her legislative career, she continued serving communities as Vice President of Leadership and Economic Development at Sea Mar Community Health Centers.
