This bill modifies how tax proceeds from sports betting will be allocated, specifically directing $11 million annually to the Department of Public Instruction to provide salary supplements for athletic coaches in public schools. Under the proposed legislation, eligible athletic coaches, defined as full-time school employees who currently receive non-State salary supplements of $3,000 or less for coaching, will be guaranteed a total annual coaching supplement of at least $3,000 from combined State and non-State funds. Public school units must maintain their previous year's level of non-State funding for coaching supplements and will be ineligible for State funds in the subsequent year if they supplant these funds. If any allocated funds remain unexpended at the fiscal year's end, they will be directed to the North Carolina Alliance of YMCAs to support youth sports programming. To qualify for these funds, public school units must report their non-State coaching supplement amounts to the Department of Public Instruction by August 15 each year. The bill is set to take effect on July 1, 2025, and will apply beginning with the 2025-2026 school year.
