This bill enhances unemployment insurance (UI) benefits during declared disaster periods by temporarily increasing the maximum weekly benefit amount to $600, regardless of the standard maximum benefit. The bill requires the Unemployment Insurance Division to earmark funds specifically for these enhanced disaster-related benefits and to annually project and report on the necessary funding levels to the Joint Legislative Oversight Committee on Unemployment Insurance. Before implementing the enhanced benefits, the Division must first certify that sufficient funds are available in the Unemployment Insurance Fund. If the Division determines that available funds are insufficient to cover the anticipated duration of a disaster declaration's enhanced benefits, the temporary increase will not take effect unless the General Assembly specifically approves additional funding. The provisions of this bill will become effective on July 1, 2025, providing a mechanism to provide additional financial support to workers during state-declared disaster periods. The bill amends existing North Carolina General Statutes related to unemployment insurance to create this new disaster-related benefit enhancement framework.
