The bill requires that officers recommended for these special powers must have demonstrated exemplary personal and professional conduct, be free from significant disciplinary action, maintain a valid firearms license, complete annual certification in firearms and de-escalation techniques, and for parole officers, undergo 24 hours of annual training in behavioral health, substance use disorders, and related topics. The bill grants these officers limited special state police powers, such as serving parole board detainers, apprehending escapees, and performing police duties in specific contexts like arresting parolees or at parole board facilities.
