This bill establishes a new Commission on Public Officer Investigation within the Department of Law, designed to review potential legal violations by certain public officials, including statewide elected officials, legislators, state employees, and candidates for statewide office. The 13-member commission, appointed by legislative leaders, will have the power to conduct initial reviews of alleged legal violations and authorize a full investigation by the Attorney General if at least seven members vote that there is a "substantial basis" to conclude a law has been broken. The commission must notify individuals under review, provide them with details of the allegation, and allow a ten-day period to submit a written response. Importantly, the commission's jurisdiction continues even if the individual leaves office, provided they are notified within one year of separation.
