This bill requires the United States Postal Service (USPS) to continue maintaining cluster mailboxes (centralized units with individually locked mail compartments) that the USPS has historically maintained for at least 20 years. The bill establishes a process for property owners to request that their cluster box unit be classified as a "covered cluster box unit," which would obligate the USPS to continue maintaining it. Property owners can apply to the USPS with documentation proving long-term maintenance, and the USPS must respond within one month. The bill allows property owners to add mailboxes to these units and permits the USPS to maintain these units, with some limitations. The maintenance does not extend to structural building repairs or damage intentionally caused by the property owner. A new Cluster Box Unit Maintenance Fund will be established in the Treasury to support these maintenance efforts. The USPS is required to issue implementing regulations within 180 days of the bill's enactment. The bill aims to provide clarity and continuity for property owners who have long relied on USPS maintenance of their cluster mailbox units.
