This bill aims to improve understanding and support for adoption in healthcare settings by directing the Secretary of Health and Human Services to develop and distribute comprehensive educational resources about adoption. Based on findings that 98.2% of nurses lack professional development in adoption sensitivities and less than 1% of women with unintended pregnancies place children for adoption, the bill establishes a multi-faceted approach to address these gaps. The Secretary will create and nationally disseminate digital and print resources developed by a committee of adoption experts, including representatives from adoption education organizations, maternal health experts, child welfare specialists, social workers, hospital case managers, and adoption attorneys. The bill also mandates the development of professional education and development programs for healthcare providers at hospitals and birthing centers, focusing on patient-centered care for prospective birth mothers and potential adoptive families. Eligible organizations seeking grants to implement these programs must be nonprofit, healthcare-focused education organizations with experience in non-directive education, and cannot have vested interests in specific pregnancy outcomes. The Secretary is required to evaluate the program's effectiveness by tracking the number of hospitals implementing adoption-sensitive programming and care providers receiving adoption education. To support these efforts, the bill authorizes $5 million in appropriations for fiscal years 2026 through 2029.
